Article 3 The College is established with the approval of the Fujian Provincial People's Government and registered by the Ministry of Education。

Article 24 The president is the main person in charge of the administration of the college, and under the leadership of the College Party Committee, implements the educational policy of the Party, organizes the implementation of relevant resolutions of the College Party Committee, exercises various functions and powers stipulated by the Higher Education Law, and is fully responsible for teaching, scientific research and administrative management。Its main responsibilities are:
(1) To organize the formulation and implementation of the college's development plan, basic management system, important administrative rules and regulations, major teaching and research reform measures, and important school-running resource allocation plans, and to organize the formulation and implementation of specific rules and regulations and annual work plans;
(2) To organize the formulation and implementation of plans for the establishment of internal organizations of the College, recommend candidates for vice presidents and appoint or remove heads of internal organizations in accordance with national laws and relevant regulations on cadre selection and appointment;

Article 25 The College establishes and improves the working mechanism of unified leadership by the Party committee, division of labor between the party and government, and coordinated operation。The Party committee and administration of the college adhere to democratic centralism, implement the principles of "collective leadership, democratic centralization, individual brewing, and meeting decisions", and establish and improve the meeting system and rules of procedure for important meetings of the College Party Committee and the president's office meeting。
The Party Committee mainly makes decisions on important matters concerning the reform, development and stability of the College, teaching, scientific research, administration and party building, and recommends, nominates and decides on the appointment or removal of cadres in accordance with the authority of cadre management and relevant procedures。The Party Committee shall be convened and presided over by the Secretary of the Party Committee. If the secretary of the Party Committee is unable to attend the meeting, the deputy secretary may be entrusted to convene and presided over the meeting。The topics of the meeting shall be proposed by the members of the leadership team of the college and determined by the Secretary of the Party Committee。The participants of the Party Committee shall be members of the Party Committee, and members of the administrative leading group and department leaders who are not members of the Party Committee may attend the meeting as non-voting delegates。A meeting can only be held if more than half of the party committee members are present。When discussing and deciding on important matters such as the appointment and removal of cadres, more than two-thirds of the members of the Party committee should be present before the meeting。Resolutions and decisions discussed by the Party Committee can only be made with the consent of more than half of the members of the Party Committee present at the meeting。
The Dean's Office Conference is the administrative deliberation and decision-making body of the school, which mainly studies and proposes the important matters to be discussed and decided by the Party committee, specifically deploes the relevant measures to implement the resolutions of the Party committee, and researches and deals with teaching, scientific research and administrative management。The meeting shall be convened and presided over by the president or other school leaders entrusted by the president, and the participants shall be the administrative leaders of the school, the heads of various functional departments and departments (departments)。The meeting can only be held if more than half of the members are present。The President shall make decisions on matters to be discussed and studied on the basis of extensive consultation with the participants。
Article 26 The Discipline Inspection Commission of the Communist Party of China Sanming Vocational College of Medical Science and Technology is the supervision organ of the college within the Party, and under the leadership of the college Party committee and the discipline commission at the higher level, it implements the supervision responsibility of the construction of Party style and clean government。The main responsibilities are:

(5) To accept complaints and appeals from Party members and ensure that the rights of Party members as stipulated in the Party Constitution are not infringed upon。
The discipline inspection committee of the college shall report to the Party committee of the College and the discipline inspection committee at a higher level the problems and the results of the handling of particularly important or complicated cases。
Article 27 The Congress of faculty and staff of the College (hereinafter referred to as the Congress) is the basic form for faculty and staff to participate in democratic management and supervision according to law。The representatives of the Teaching Congress are mainly teachers, and any teaching staff who has signed an appointment contract with the college and has an appointment relationship can be elected as the representatives of the teaching Congress。In accordance with the Provisions of the Faculty Congress promulgated by the Ministry of Education, the College formulates the rules of the Faculty Congress to ensure the rights of faculty members to participate in the democratic management and supervision of the College。The College Union is the working body of the Congress and is responsible for the daily work of the Congress when the Congress is not in session。The functions and powers of the Faculty Congress are:
(1) Listen to the report on the formulation and revision of the draft charter of the College, and put forward opinions and suggestions for revision;
(2) To listen to reports on the development plan of the College, the construction of the faculty and staff, the reform of education and teaching, the construction of the campus, and other major reforms and solutions to major problems, and to put forward opinions and suggestions;
(3) Listen to the annual work of the college, financial work, trade union work reports and other special work reports, and put forward opinions and suggestions;
(d) To discuss and adopt the welfare and campus distribution implementation plan directly related to the interests of faculty and staff proposed by the College, as well as the corresponding methods for the appointment, assessment, reward and punishment of faculty and staff;
(5) To review the report on the handling of the proposal of the last session (s) of the Faculty Congress;
(6) To evaluate leading cadres of the College in accordance with relevant work regulations and arrangements;
(7) Put forward opinions and suggestions on the work of the College through various means, supervise the implementation of the college's statutes, rules and regulations and decisions, and put forward suggestions and suggestions for rectification;
(viii) Discuss other matters stipulated by laws, regulations and agreed upon by the College and the College union。
The opinions and suggestions of the faculty Congress shall be made in the form of conference resolutions。
Article 28 The College sets up an academic committee, whose members are composed of professional leaders who have made remarkable achievements in teaching and scientific research and have the technical titles of associate high school or above。The committee shall have one chairman and two deputy chairmen, and the chairman shall be appointed by the president or experts and professors nominated by the president。The Academic Council works in accordance with its statutes or rules of procedure and its main functions are:
(1) To put forward opinions and suggestions on major issues related to the academic development planning, scientific research and professional construction, teaching staff construction, and the introduction of top-notch talents of the college;
(2) To review scientific research plans and schemes, to review and recommend scientific research projects, and to review and evaluate scientific research achievements;
(3) To review the establishment of scientific research institutions within the hospital;
(4) To formulate academic norms, safeguard academic ethics, and handle academic disputes;
(5) To guide the academic exchange activities of the College;
(6) Complete other academic matters entrusted by the dean;
(7) Other major matters that need to be decided by the Academic Committee。
Article 29 The College establishes a teaching work steering committee。The Teaching work Steering Committee is an expert organization that guides, evaluates and supervises the teaching work of the college. The members of the teaching work Steering Committee are composed of the deputy dean in charge of teaching, the director of the Academic Affairs Office, the directors of each department (department), the heads of relevant departments, teachers with rich teaching experience and guest professors。The Teaching Steering Committee shall operate in accordance with its statutes or rules of procedure and shall have the following main functions and powers:
(1) Responsible for planning, guiding, consulting and supervising the teaching work of the college, and demonstrating and deliberating major matters such as teaching work planning and teaching reform plan in teaching management;
(2) To study and demonstrate the withdrawal and adjustment of college majors and the establishment of new majors;
(3) To study and review the personnel training programs of various specialties, the construction of teaching staff, the publication of teaching materials, and the construction of training bases;
(4) To study the countermeasures and measures of the school to improve the teaching quality and strengthen the supervision of teaching quality, to guide the teaching process of the school, and to inquire, supervise and comment on the teaching quality of each department (department);
(5) To guide and evaluate school-enterprise cooperation, formulate school-enterprise cooperation development plans, improve the school-enterprise cooperation system, and improve the school-enterprise cooperation working mechanism;
(6) Reviewing the principles and results of awards for outstanding teachers, excellent teaching results, excellent teaching materials, etc.;

Article 30 The democratic parties and persons without party affiliation in the College shall carry out activities in accordance with the law and their respective statutes and participate in the democratic management of the College。
Article 31 The College shall set up trade unions, Communist Youth League and other mass organizations according to law, and all mass organizations shall perform their respective duties according to law under the leadership of the College Party Committee。
Article 32 The Students' Congress is an important organizational form for students to participate in the democratic management and supervision of the college. It shall exercise its powers and perform its duties in accordance with the Constitution of the All-China Students' Federation。Under the guidance of the Communist Youth League organization of the College, the Student Congress independently carries out its work in accordance with the Constitution of the Student Congress, representing the interests and rights of the students and fulfilling its due obligations。The basic functions of the Student Congress are:

(2) represent and organize students to participate in the democratic management of the college, mobilize and organize students to actively participate in the reform, construction, development and stability of the college;

Article 34 The College shall, in accordance with relevant regulations of the State, sign agreements with other institutions of higher learning, scientific research institutions, state organs, enterprises and institutions to jointly establish relevant institutions and carry out cooperative education, cooperative research and technological development, and social practice。

(5) Formulate the department (department) student management system, do a good job in student status management, evaluation of the first and best, reward and punishment rules。
Article 37 The secretary of the General Party Branch of the department (department) presides over the work of the General Party branch of the department (department), supports the director of the department (department) to perform his duties according to law and regulations, and performs the following duties:
(1) To publicize and implement the Party's line, principles and policies and the decisions of the College, and to play a role in ensuring and supervising their implementation。
(2) Discuss and decide important matters of the unit through joint meetings of the Party and the government。Support the administrative leadership and responsible persons of the unit to carry out their work independently and responsibly within the scope of their responsibilities。

Article 38 The director of a department (department) is the administrative person in charge of the department, and is fully responsible for the teaching activities, scientific research, social services, professional construction, and administrative management of the department (department)。
Article 39 The Department (department) shall implement the joint meeting system of the Party and government。The joint meeting of the Party and government is the highest decision-making body of the department (department), and the important matters of the department (department) are collectively discussed, decided by vote or determined through consultation。The joint meeting of the Party and government is composed of members of the leading team such as the secretary and deputy secretary of the General branch of the Party of the department (department) and the person in charge of the official and deputy posts of the administration。The topics of the meeting shall be agreed upon by the Secretary of the Department (department) and the director, matters involving the administrative responsibilities of the department (department) shall be presided over by the director of the department (Department), and matters involving the responsibilities of the Party organization of the department (Department) shall be presided over by the secretary of the General Party Branch of the Department (Department)。The following major matters must be collectively decided by the joint meeting of the Party and government:

Chapter IV Teaching staff
Article 40 The faculty and staff of the College include the teachers, other professional and technical personnel, administrative personnel, workers and the personnel employed by the college。
Article 41 Teachers are the main body of the college. Teachers are qualified teachers with excellent ethics, good knowledge structure, good teaching skills and innovative spirit。Other faculty and staff shall have good professional ethics and corresponding professional knowledge and skills。
Article 42 The College shall, in accordance with the relevant provisions of the State, implement the teacher qualification certification system, the professional and technical personnel shall implement the professional and technical post appointment system, and the administrative personnel, the staff and the internal personnel shall implement the appointment system;According to law, the system of retirement, dismissal, transfer and waiting for post shall be implemented for faculty and staff。
Article 43 The College shall independently evaluate and recruit professional and technical positions of teachers, laboratory technicians and social science (education management) researchers in accordance with the regulations of the relevant departments at higher levels。The professional and technical positions of other series of professional and technical personnel shall be evaluated and recruited according to the policy provisions。
Article 44 The College shall formulate a personnel management system in accordance with the relevant provisions of the State, and regularly evaluate the teaching and staff, and the assessment results shall be used as the basis for appointment, promotion, reward and punishment。
Article 45 In addition to the rights prescribed by laws, regulations and rules, the faculty and staff of the College shall also enjoy the following rights:
(1) Use the public resources of the College as required;
(2) equitable access to appropriate job opportunities and conditions necessary for their own development, participation in academic education and further study, or other forms of training;
(3) to be fairly evaluated in terms of character, ability and performance;
(4) Be aware of the reform, construction and development of the College and other major matters involving personal interests, and participate in the reform and construction of the College;
